ABOUT THE SERVICE

Project timelines, record keeping, material storage and use are all key areas which affect the speed, and budget, of your project.

As qualified structural engineers, we provide full construction progress monitoring for your site, including verifying PS4 (construction review producer statements) are complied with. More about construction monitoring.

Construction Progress Monitoring involves inspecting construction projects to ensure they align with the funds requested by the contractor and comply with the approved plans and specifications. This process is carried out in tandem with the contractor's payment application and must be completed before any funds are released. A physical site visit is conducted to independently verify the percentage of work completed during the specified draw request period.

Construction Progress Monitoring typically involves the following:

  • Observation of the construction progress and the current level of completion.
  • Evaluation of the general compliance with the bank’s interpretation of any contract.
  • Assessment of the quality and sufficiency of materials and workmanship.
  • Verification of adherence to the terms outlined in the construction loan agreement.
  • Confirmation of the accuracy and validity of the contractor’s payment application.
  • Identification and reporting of any construction changes, including potential and pending change orders.
  • Monitoring and reporting on the status of stored materials, and off-site materials if requested.
  • Assessment compliance with the construction schedule.
  • Verification that quality control measures are being implemented by relevant agencies, architects, engineers, material testing laboratories, and qualified inspectors.
  • Evaluation of the adequacy of on-site labor, and assessment of any potential work delays or stoppages.
  • Reviewing the sufficiency of remaining funds to complete the project and provide appropriate recommendations.
  • Ensuring that all major contract payment applications are accompanied by current conditional and unconditional lien releases.

More about PS4 statements.

A Producer Statement (PS) is a document provided by a registered expert, who is approved by the council, to demonstrate that certain design or construction work complies, or will comply, with the Building Code. This document assists the council in deciding whether to issue a building consent or a Code of Compliance Certificate (CCC).

Examples of work that might require a Producer Statement include:

  • Foundations
  • Waterproofing
  • Structural engineering
  • Geotechnical engineering

Using a PS to confirm compliance with the Building Code.

In some cases, the council may accept a Producer Statement as sufficient evidence that the design or construction work meets Building Code requirements. However, depending on the specific project and the builder's quality assurance processes, additional documentation or information may be required.
